History and origin of the ministerial decree for RLCs
In September 2021, ACROQ presented a brief to the parliamentary committee responsible for examining Bill 101. The RLC facilitates constructive exchanges between managers, residents, and caregivers in a climate of mutual collaboration.
Please note: the RLC is not there to manage the PSR. Its role is purely consultative.

RLCs constitute a legal obligation following Decree 1574‑2022 (June 17, 2022), published in the official Gazette du Québec, as well as the Act respecting health services and social services and the Regulation respecting the certification of PSRs.
